Works here on my XP machine. I have dragged it onto my desktop and it created a shortcut to RUN without any problems.
Maybe you can describe your setup and what you are doing... and we can work through it.

Confirmed here as well. Just dragged it into my quick launch bar and a shortcut to run was created.
