  • you miss out an important step that they need to lick on regional and language settings before the format tab
  • You missed a step. Step 4 Click 'Regional and Language Options' Then click the Formats tab and follow instructions above.
  • Whupz, someone already posted this lol..how didn't I see it :S
  • In Step 7, there should not be a 'tt' as it is 24 Hour Time; also does not appear in the Control Panel.

    Also, I was not able to find the 'formats' tab, so I just searched the Control Panel (using the search bar at the top) for 'Time'. About Half-Way Down the list was "Change the Way time is displayed." Then hit Customize this Format...", then hit the Time tab. THEN you can follow Step 7.
