Yes there is...
Create a new key named "Tour" here
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Applets
and create a new DWORD name it "RunCount" and give it a value of "0".

Voila!

Is there a way to edit the registry so that any user who logs in will not be bothered by the Tour Start program? This is for the current user only.
