It works as displayed on the sheet if you go first to the REVIEW tab and click on SHOW COMMENTS and then go to PAGE LAYOUT --> PAGE SET UP --> SHEET --> COMMENTS --> AS DISPLAYED. Try this and it should work.

Didn't work for me either. Only works for displaying the comments as they are shown on the sheet, not for the list at the bottom.
